Project Overview

The Wilhelmina Rolark at Congress Heights Metro (“The Rolark”), located at 1351 Alabama Avenue, SE, Washington, DC, is an ambitious mixed-use development that honors the legacy of Wilhelmina Rolark, the first woman elected to the DC Council representing Ward 8.

This transformative project will provide 150 units of affordable rental housing, 9,500 square feet of retail space, and 2,000 square feet of ground-floor community space designated for use by the local Advisory Neighborhood Commission. Additionally, the project will offer 30 ground-floor parking spaces to support both residents and the broader community.


  • 100 percent of the housing will be affordable to residents who earn between 30 and 80 percent of the area median income.

  • The housing will consist of studios and one- to three-bedroom units.
